Assignment of Authorization and Transfer of Control
Select Assignment of Authorization as the purpose of application to apply for approval of assignment of authorizations in the Public Mobile Services, Personal Communications Services, General Wireless Communications Services, Private Land Mobile Radio Services, Broadcast Auxiliary Services, Fixed Microwave Services, Maritime Services (excluding ships), and Aviation Services (excluding aircraft).
Select Transfer of Control as the purpose of application to apply for approval of transfer of control in the services listed above.

Assignment of Authorization and Transfer of Control Procedure
Follow the steps below to file an Assignment of Authorization or Transfer of Control application. The following procedures are to be used in conjunction with the General Instructions for FCC Form 603, Application for Assignments of Authorization and Transfers of Control. A description of the Assignment of Authorization and Transfer of Control Screen Buttons is also provided.
1. | Click the Login button
to log into the Universal Licensing System. On the ULS Online Filing screen, fill in
your TIN, SGIN (if applicable), and password, then click the Continue
button. Both the Assignor/Licensee and Assignee/Transferee must be registered with the ULS prior to filing an application for assignment of authorization or transfer of control. (In a Transfer of Control, if the Transferor is a party separate from the Licensee, the Transferor's TIN need not be pre-registered.) To register with the ULS, use the ULS Registration function to register your Taxpayer Identification Number and self-assigned password with the Universal Licensing System.

2. | What you do next depends on whether the application requests
a pro forma Assignment or Transfer (which is a one-signature process) or a non-pro
forma Assignment or Transfer (a two-signature process). a. The following applies to a pro forma (one-signature) transaction: If you do not have existing incomplete or pending applications associated with your TIN, proceed to Step 3. If you have existing incomplete applications, completed applications filed on the same day, or market-based applications with a purpose of New that are still within the filing window, an intermediate screen appears containing a list of these applications. A Select New Filing button is also provided on this screen. Note: The ULS purges incomplete applications from the database if not completed within 30 days. Completed applications only appear on this screen on the day that they were submitted, with the exception of New applications in the auctionable services, which appear until the filing window is closed. Click the Select New Filing button. b. The following applies to a non-pro forma (two-signature) transaction: If you are the Assignor or Transferor of the transaction, perform the procedure listed under part a. Otherwise, if you are the Assignee or Transferee of the transaction, you must obtain any application that the Assignor or Transferor has routed to you. To do this, click the Assignee/Transferee button at the bottom of the screen. This produces a screen that lists the routed applications. To work on an application, click its entry in the table. Skip to Step 4.

3. | A screen appears requesting you to select the purpose of
your application. Click the down arrow at the end of the Purpose of Application field to access a menu of application purposes. Select Assignment of Authorization or Transfer of Control from the menu, then click the Continue button. Note: The Assignments of Authorization and Transfers of Control online application takes a few minutes to open.

4. | The Application for Assignments of
Authorization and Transfers of Control screen appears pre-filled with the appropriate Application Purpose. Enter your application data on this
screen. For detailed instructions for completing this form, refer to FCC Form 603 General Instructions. Basic guidelines for using the online filing form:
Completing an online application for a non-pro forma Assignment or Transfer: If the application is a request for a non-pro forma Assignment of Authorization or Transfer of Control, the application is a two-signature process. In this case, the originator (Assignor/Transferor) and the recipient (Assignee/Transferee) fill out their respective parts of the application and then route the application to the other party. To route the application, you click either the Approve or Send Back button. Note the following about these buttons:
Note that processing a non-pro forma application can involve from two routings (if both parties make their contributions, then click Approve) to many routings (if one or both parties makes many changes). Each change made by either party requires that party to route the application back to the other party for approval. The Submit button only appears on the screen of the Assignor/Licensee when Approve has been clicked by the Assignor/Licensee, then by the Assignee/Transferee, with neither party changing the application.

5. | Complete all pages of the Assignment of Authorization online
application according to the FCC Form 603 General
Instructions.

6. | For a pro forma Assignment or Transfer, click the Submit button. For a non-pro forma Assignment or Transfer, click the Approve or Send Back button to route the application to the other party, When both parties have completed and approved the application, the Assignor/Transferor can click the Submit button.

7. | When you click Submit,
or the Assignor/Transferor first clicks Approve
for a non-pro forma Assignment or Transfer, a Confirmation
screen appears, indicating the unique file number assigned by the system to your
application. Please record your application's
file number for future reference. Applications filed
electronically are not officially submitted until the system provides you with a
confirmation message containing the file number assigned to your application. If application fees are required for your application, the Confirmation screen also shows the payment type code and the fee amount. Refer to Submitting Application Fees for instructions on submitting the fees required for your application. To print a copy of your completed application, click the Print Preview button and follow the Printing a Completed Application instructions. To file another application, click the Filing System Menu button. To return to the ULS Home Page, click the Home button. |

Approve | For a non-pro forma Assignment or Transfer, click the Approve button to route the
application to the other party, with your approval of all information.

Send Back | For a non-pro forma Assignment or Transfer, click the Send Back button to return the
application to the other party for further modification.

Submit | Click the Submit button
to submit your application. If you did not enter data into required fields, an error
message appears identifying the missing data. The system will not accept an application
until all required information has been provided.
