Secondary Markets Search

The Secondary Markets Application Search is designed to search for Assignments of Authorization applications, Transfer of Control applications, Spectrum Leasing applications and notifications, and applications that are related to these filings. Choose from the range of search criteria described below. Where applicable, the options on this page are set to a default value of All.

Transaction Information

Voluntary/Involuntary
Select “Voluntary” to limit your search to voluntary Assignment of Authorization or Transfer of Control applications. Select “Involuntary” to limit your search to involuntary Assignment of Authorization or Transfer of Control applications. The search defaults to the “All” check box, which will include all applications that are voluntary, involuntary or have a null answer to this question.

Pro Forma/Non Pro Forma
Select “pro forma” to limit your search to pro forma Assignment of Authorization or Transfer of Control applications. Select “non-pro forma” to limit your search to non-pro forma Assignment of Authorization or Transfer of Control applications. The search defaults to the “All” check box, which will include all applications that are pro forma, non-pro forma or have a null answer to this question.

A pro forma assignment of authorization is one for which the actual controlling party does not change. For example, if an authorization is assigned by one wholly owned subsidiary of a parent corporation to another wholly-owned subsidiary of the same corporation, this would be a pro forma assignment of authorization.

A pro forma transfer of control is one for which the actual controlling party does not change. For example, a corporate restructuring that changes the chain of ownership to the controlling corporation may give rise to a pro forma transfer of control of a licensee.

Post Notification
Select “Yes” to search for Assignment of Authorization or Transfer of Control applications which were filed after the assignment of authorization or transfer of control had already occurred. Select “No” to limit your search to applications that were filed before the assignment or transfer occurred. The search defaults to the “All” check box, which will include all applications that were filed before or after the assignment or transfer occurred, or have a null answer to this question.

Partitioned & Disaggregated
Partition and disaggregation information is used for assignment applications in geographically licensed services that involve partitioning of the licensing area or disaggregation of the licensee's spectrum holdings. Select “Yes” to search for Assignment of Authorization applications which involve either partitioning of geographic area and/or disaggregation of spectrum held on a geographic area license of a market-based authorization. Select “No” to exclude these types of applications from your search. The search defaults to the “All” check box, which will include all applications that do and do not involve either partitioning of geographic area and/or disaggregation of spectrum, or have a null answer to this question.

Call Sign/Lease Identifier
Enter a call sign or lease identifier to search for applications which involve that call sign or lease identifier.

Note: Call Signs or Lease Identifiers are not displayed on the search results page if multiple call signs or lease identifiers are present on the application.

Competition Related Information

Geographic Overlap
Select “Yes” to search for Assignment of Authorization, Transfer of Control or New Lease applications or notifications which involve a license(s) that may be used for interconnected mobile voice and/or data services that would, if assigned or transferred create a geographic overlap with another license(s) in which the Assignee/Transferee/Lessee already holds direct or indirect interests (of 10 percent or more), either as a licensee or spectrum lessee/sublessee, and that also could be used to provide interconnected mobile voice and/or data services. Select “No” to exclude these types of applications from your search. The search defaults to the “All” check box, which will include both types of applications and those applications that have a null answer to this question.

10MHz or More
Select “Yes” to search for Assignment of Authorization, Transfer of Control or New Lease applications or notifications where the Assignee/Transferee holds direct or indirect interests (of 10 percent or more) in any entity that already has access to 10 MHz or more of spectrum in the Cellular Radiotelephone, broadband PCS, or Specialized Mobile Radio (SMR) services through license(s), lease(s), or sublease(s) in the same geographic area. Select “No” to exclude these types of applications from your search. The search defaults to the “All” check box, which will include both types of applications and those applications that have a null answer to this question.

Reduced Service Providers
Select “Yes” to search for Assignment of Authorization, Transfer of Control or New Lease applications or notifications which would or do reduce the number of entities providing service (using spectrum in the Cellular Radiotelephone, broadband PCS, or Specialized Mobile Radio (SMR) services) in the affected market(s). Select “No” to exclude these types of applications from your search. The search defaults to the “All” check box, which will include both types of applications and those applications that have a null answer to this question.

Foreign Ownership Information

Indirect Foreign Relationship
Select “Yes” to search for Assignment of Authorization, Transfer of Control or New Lease applications or notifications where the Assignee/Transferee/Lessee is directly or indirectly controlled by any other corporation of which more than one-fourth of the capital stock is owned of record or voted by aliens, their representatives, or by a foreign government or representative thereof, or by any corporation organized under the laws of a foreign country. Select “No” to exclude these types of applications from your search. The search defaults to the “All” check box, which will include both types of applications and those applications that have a null answer to this question.

310(b) (4) Ruling Received
Select “Yes” to search for Assignment of Authorization, Transfer of Control or New Lease applications or notifications where the Assignee/Transferee/Lessee has received a ruling(s) under Section 310(b)(4) of the Communications Act with respect to the same radio service(s) involved in this application. Select “No” to exclude these types of applications from your search. The search defaults to the “All” check box which will include both types of applications and those applications that have a null answer to this question.

Spectrum Leasing Information

Short Term / Long Term
Search either short term leases, long term leases or both by clicking the All checkbox. Short term leases are leases in which the cumulative lease term is no longer than 365 days. Long term leases are leases which may have a lease term longer than 365 days.

Applicant Information

Type
Select to search for one of the following applicant types:

  • All
  • Assignee/Transferee (The business entity or individual to whom license authorization is assigned or control is transferred.)
  • Licensee
  • Assignor/Transferor (The business entity or individual who is assigning license authorization or transferring license control.)
  • Lessee (The business entity or individual who is leasing spectrum from an FCC license.)


FCC Registration Number (FRN)

Search by the FCC Registration Number (FRN) of the applicant. The FRN is the 10-digit number that is assigned to all businesses and individuals conducting business with the FCC.

FRN
The FCC Registration Number (FRN) is a 10-digit number that is assigned by the Commission Registration System (CORES). The FRN is a unique identifier for every entity doing business with the Commission.

Note: For Form 603 Transfer and Assignment applications, the FRN field searches on the FRN of any party associated with that application. The search results page will display the Transferee or Assignee’s FRN. For Form 608 New Lease applications and notifications, the FRN field searches on the Licensee and Lessee’s FRN. The Search Results page will display the lessee’s FRN. For Form 608 Transfer of Control of a Lessee applications/notifications, the FRN field searches on the FRN of any party associated with that application or notification. The Search Results page will display the Transferee’s FRN.

Note: Call Signs or Lease Identifiers are not displayed on the lease results page if multiple call signs or lease identifiers are present on the application.

Name
The name of the individual or business entity who filed the application.

Application Detail

Auction ID
Search by the auction number and title abbreviation. For example, select “10-BB PCS C2” for auction 10, Broadband PCS C Block Reauction.

Radio Service Code
To search by radio service code select one or more radio service codes, holding down the Control key to make multiple selections.

Status
Current status of an application designated by the following letter codes:

All
All statuses listed will be used in the search. All is used by default in Application Search.

2 – Pending
Application is currently under review by the FCC.

C – Consented To
Assignment of Authorization application or Transfer of Control application has been consented to by the FCC and is pending consummation.

D – Dismissed
Application was dismissed by the FCC.

G – Granted
Application was granted by the FCC.

I – Inactive
An Amendment application has been filed for an application, thus rendering the original application inactive.

K – Killed
A manually filed application that the FCC has found to contain errors or duplicate information.

M – Consummated
A notice of consummation of an Assignment of Authorization or a Transfer of Control has been received by the FCC.

Q – Accepted
An application is given a final status of Accepted rather than Granted when the FCC is being notified of an action being performed to a license or lease and the license or lease does not require Commission grant or authorization.

R – Returned
The FCC returned the application to the applicant.

U – Unprocessable
Manual submission to the FCC that cannot be processed by the Universal Licensing System (ULS).

W – Withdrawn
Application was withdrawn by the applicant.

Y – Application has problems
The system as detected a problem with the submitted application data during the overnight batch processing.

Purpose
The purpose of the application. Select from the following application purposes.

All
All purposes listed will be used in the search. All is used by default in Application Search.

AA – Assignment of Authorization.
A request for authorization to assign either all facilities of a station or market or just a portion of these facilities or markets

AR – DE Annual Report
Designated entity annual report filing.

EX – Extension of Time for Consummation.
A request for additional time to consummate an assignment of authorization or transfer of control.

LC – Cancel a Lease.
A request to cancel the lease and make it inactive. Applicants may also request a cancellation and indicate that the lease never commenced.

LE- Extend Term of a Lease.
A request to revise the expiration date of the lease and extend its duration. Short term leases may not exceed a total duration of 365 days. No leases may exceed the expiration date of the call sign from which spectrum is leased.

LL – Spectrum Leasing.
This purpose code was formerly used by Form 603-T and has been replaced by the following six purpose codes in ULS: LN, LT, LE, LC, LU, LM.

LM – Modification of a Lease.
A request for minor modifications to certain non-technical lease data for site-based leases or a request for minor modifications to certain non-technical lease data and/or a request to add or modify locations within a leased geographical area for market-based leases.

LN – New Lease.
A request to lease spectrum from all or part of a wireless license or licenses.

LT – Transfer of Control of a Lessee.
A request to transfer control of the entity leasing specific leases.

LU – Administrative Update of a Lease.
A request to change lessee information or lessee contact information on a lease or leases.

NT – Required Notification of Consummation.
A notification from an applicant that an assignment of authorization or transfer of control has been consummated.

RE – DE Reportable Event
Designated entity reportable event filing.

TC – Transfer of Control.
A request for authorization to transfer controlling interest in the ownership of a licensee entity to another party or parties.

By default, the Include Amendment Applications check-box next to the Purposes menu is selected. This means your search will include Amendments to the Application Purposes you have selected. Clear the check-box if you do not want Amendments to the Application Purposes you have selected to be included in your search.

Classification of Lease
You may choose one of the following lease classifications or search on both types of leases. The classifications are:

Spectrum Manager Lease, in which (1) the Licensee retains de jure control of its license and De Facto control over the leased spectrum pursuant to the De Facto control standard applicable to spectrum leasing arrangements (see Section 1.9010 of the Commission's Rules), and (2) the Licensee and Lessee meet the other applicable requirements for Spectrum Manager Leases as set forth in the Commission's Rules.

De Facto Transfer Lease, in which de facto control over the use of the leased spectrum is transferred to the Lessee, provided that (1) the Licensee retains de jure control of its license, and (2) the Licensee and Lessee meet the other applicable requirements for De Facto Transfer Leases as set forth in the Commission's Rules.

Waiver
A request for a waiver and/or exception of Commission rules. Select Yes to search for applications that contain a waiver request. Select No to search for applications that do not contain a waiver request. Select All to search for applications that contain and do not contain a waiver request. Application Search defaults to All.

Date Information

You can search for applications with a given date range and on specified date information. From the top drop-down menu, select the kind of date information you would like to use in your search. You can choose from the following:

All
All date criteria listed will be used in the search. All is used by default in Application Search.

Consent Date
The date that the Assignment of Authorization or Transfer of Control was consented to by the FCC

Consummation Date
The date that the Assignment of Authorization or Transfer of Control was consummated.

Entered Date
The date that the application was entered into the Universal Licensing System. For applications submitted electronically or in a batch file, the Entered Date is the date that the application was submitted to the Universal Licensing System. For applications submitted manually, the Entered Date is the date that the FCC staff member keyed the application into the Universal Licensing System.

Grant/Accepted Date
The date that the application was granted or accepted by the FCC.

Receipt Date
The date that FCC received the application. For applications submitted electronically or in a batch file, the Receipt Date is the date that the application was submitted to the Universal Licensing System. For applications submitted manually, the Receipt Date is the date that the application was received by Mellon Bank.

Date
From the date drop-down menu you can select Custom and enter a date range in the From and To fields. You can also choose one of the listed fixed date ranges such as “In the last 30 days” or “In the last 60 days,” and the dates will automatically be calculated and displayed in the From and To fields. Both the From and To fields must contain a date. Dates must be entered in MM/DD/YYYY format.

 

Customize Your Results

These options allow you to customize the display format of the resulting search report. Three display options are customizable:

Display
Allows you to display a specified number of results on one page. Available options are:

  • 10 matches
  • 20 matches
  • 50 matches
  • 100 matches

Sorted By
Allows you to sort the results by field priority. Available options are:

  • File Number
  • Call Sign or Lease Identifier
  • Call Sign
  • Applicant Name
  • FRN
  • Purpose
  • Status
  • Radio Service
  • Receipt Date

Order
Allows you to specify either ascending or descending order.
